Have you guys done any meta events? They're the massive chain quests which usually say something like, "The danger in this area is not active," before a player activates it.''
I know General, Rae and myself were trying to get Shadow Behemoth to spawn over in Godslost Swamp, but gave up.

I just killed some Ice dude and got a bunch of blues from a great chest I think it was one
