I like what I see with these questions Whats in spite slot 1? If sig mastery, you may want to disregard next statment. Why dagger offhand on both weapon sets? Sig Locust seems a little out of place, even though its lifesteal meshes with the Blood line. Why not a warhorn on your alt set for the burst run buff? That would give you another slot for another well. More pulses would further improve lifesteal, with potential for condi control or boon removal. Finally: Am I the only necro that loves staffs?

The spite slot one is sig mastery is in spite 1 however i would probably recommend gen either go focus with the focus mastery or to put that into a different tree seeing as he is Condition Damage with rabid gear. The idea of power in a lifesteal build requires you to go either power or condition damage, it will be very hard to do both as the focus would be on P,T,HP or CD,T,HP armor. Signet of Locusts is good for what it is as it will add another heal when Healing Power is added. I would not recommend rabid armor as that is my main now and signet of locusts just takes up a slot with that armor as it does not heal enough. However that will be discussed with general as soon as possible. For a life steal/heal build focus would be better as it gives a bouncing scythe that heals allies on hit and vulnerability to enemies. My build idea was heavy in power and traited in to minions to add to the life steal i would gain as well as the extra damage from minions, however i am interested to see how the well build does because it looks good except for that would probably go better on a power necro and minions on a condition one. And finally staff on a necro is not bad however the play style is very dull and it is very ineffective on a life steal/health regen build

I never played GW1 and only on my second week with GW2 and I am mainly playing a Necro for now. I'm finding out that whatever weapon you play with actually determines what type of armor and traits ya pick.
Ya'll of course already know this, but I"m just finding out that the axe is more of burst weapon so power is best. The scepter does alot of bleeds and is condition based while it seems to me that the staff is a little of both.
Now I have no idea what rabid gear is without google so I won't pretend to know. But the play style that I seem to do best is the Scepter/Dagger but the Focus is okay as well. Most of my points are in the top two and Blood. My swap set is a Staff and I actually like the staff as well with all the marks, and can usually just run around in circles throwing marks down to kill mobs if I get into trouble. I has what I would call mediocre dmg and cond dmg from my perspective which is only a lvl 32 atm. LOL
Anyways I did have all minions out and would rule the map, but that tended to be a joke in my first AC Story run so I've been researching the Necro a bit more and that's when I found out weapons being associated with types of dmg and therefore the build needs to around the weapons as well.
I actually love the axe's abilities, but haven't found a decent axe to use since I started the game. Like I said I'm still learning about GW2, and I love the exploring aspect of the game... the personal story as well, but I'm still concerned about dungeon playability.

As it sounds, since you really like axe necro, you might find this style build to be more suitable for your play style. en.gw2codex.com/build/23336-siphon-necroThis build focuses on using minons to do additional damage with you and to use that damage to keep you constantly healed by giving you life siphon on hit. This build is more focused on power, toughness and healing power, which is the clerics gear armor, as opposed to precision toughness condition damage that is rabids.

I did try this build out... of course I'm not high enough to put all of the trait points in yet, but my minions did seem to last a bit longer and I was able to almost wipe out the complete "Bandit raids the farm" event as I was up in the alcove they come out of by myself. I did finally die right after getting the gold medal. LOL
So in that respect it did seem to work better... I was Axe/Focus, though I do have 2 dagger's I'm not all that sure about being in cloth and and beating on a champion troll with daggers. ;D
Don't get me wrong, I tried it... just unsure if it's viable, of course I don't have the "cleric" gear so maybe a bit more toughness might make a difference. I didn't die, but came close a few times and he still pulverized my minions.

this is a very tanky build that much is for sure. The champion troll in the 1-15 area is a group event meaning i would be very doubtful of anyone soloing it, unless they really wanna spend that long with a bow or staff kiting. the idea is more of allowing you to fight alot more than you should have been able to and win by being very tanky and letting your minions help supplement your damage and give you health regen. The build of course won't be for all necros and that is perfectly fine it goes off of your personal play style.
